What are PCBs in older buildings?

Polychlorinated biphenyls (PCBs) are synthetic chemicals used in building materials before the 1980s, including caulking, electrical ballasts, and transformers, that pose health and environmental risks and require professional testing and removal before demolition.

Polychlorinated biphenyls, or PCBs, are synthetic chemicals manufactured throughout the mid-20th century and used in various building components until the 1970s and 1980s. These compounds were prized for their heat and fire resistance, making them common in electrical equipment and construction materials.

In older Ontario buildings, PCBs appear most frequently in:

  • Electrical ballasts in fluorescent light fixtures
  • Caulking and sealants around windows and doors
  • Transformers and capacitors in electrical systems
  • Hydraulic fluids and coolants in mechanical equipment

PCBs are considered persistent organic pollutants. They accumulate in soil and water, break down very slowly in the environment, and pose health risks to workers and the public if disturbed during renovation or demolition. Even small exposures during building disturbance can release these chemicals into the air, soil, or nearby waterways.

Because PCBs remain stable in undisturbed materials, a pre-demolition assessment is essential. Demolition contractors and project managers typically bring in environmental consultants to sample and document PCB-containing materials before work begins. Proper containment, removal, and disposal of PCB materials must follow federal and provincial environmental regulations, adding time and cost to any demolition project involving buildings constructed before 1980.

Testing confirms the presence and location of PCBs, allowing contractors to plan appropriate removal and waste management alongside other hazardous material handling like asbestos. Ignoring PCBs during demolition can result in regulatory penalties and site contamination that extends project timelines significantly.
